Commodity inspection and product certification by Taiwan BSMI
The BSMI/MOEA (Bureau of Standards, Metrology and Inspection, Ministry of Economic Affairs) is the official local governmental authority for commodity inspection and certification operations according to “The Commodity Inspection Act” (a mandatory requirement) and “The Standards Law” (a voluntary requirement). For commodities subject to mandatory inspection, the Commodity Inspection Mark (CI Mark) should be labeled in accordance with legal requirements. For voluntary submissions, the Chinese National Standards Mark (CNS Mark) or Voluntary Product Certification Mark (VPC Mark) can be applied for products/components to satisfy marketing needs.
In the recent past, BSMI has not only been aiming for higher test capacity and shorter certification leadtime, but also revising national standards to align with international standards. BSMI has also gradually shifted testing, inspection, and certification operations to private entities in order to raise the ability of local test houses and provide options for customers in choosing their service provider. TÜV Rheinland Taiwan has been accredited by the Taiwan Accreditation Foundation (TAF) as an electric/electronic safety/EMC testing laboratory, Factory Inspection Body (FIB), Quality, Environment and Information Security Management System Certification Body (QMS, EMS and ISMS CB). Furthermore, TÜV Rheinland Taiwan has received recognition from BSMI as an officially designated test laboratory, recognized FIB, and QMS CB. The test reports, factory inspection reports, and TAF ISO 9001 certificates issued by TÜV Rheinland Taiwan are fully accepted by BSMI for CI Mark, CNS Mark, and VPC Mark certification.
Determining if BSMI certification is required for your product
You will need BSMI certification for the Taiwanese market if your product falls within the following categories:

Mandatory CI Mark:
electrical products (i.e., household appliances), electronic products (i.e., information technology equipment, audio/video entertainment equipment), mechanical products (i.e., handheld power tools), luminary products (i.e. lamp, light chain), or chemical products (i.e., tires, toys) |

Voluntary CNS Mark:
industrial products, building/structural materials, electrical wire, electrical household appliances, vehicle parts, industrial raw materials, or if you find the CNS Mark on competing products |

Voluntary VPC Mark:
safety critical components, digital TV set-top boxes, lampholders, battery chargers, Taiwan RoHS, lithium batteries, vehicle EMC, sporting equipment, etc. |
