What REACH Is
The European Parliament’s REACH proposal envisions making industrial enterprises responsible for testing their chemical substances for possible hazards to consumers and the environment. The onus is on them to document that substances do not pose a hazard. In accordance with the “no data, no market” principle, substances will in the future only be permitted to be placed in circulation if sufficient data is available. What is sufficient will depend first and foremost on the volume of production. The higher the volume, the more data must be provided.
It is the same for articles, i. e. goods. They must not release especially hazardous substances to any alarming extent. Dealers in and importers of goods manufactured outside the EU are responsible for ensuring that this is the case.
