TRT Certification & Verification Services for Waste Recycling
In order to ensure major improvements in the "4-in-1 Waste Recycling Program", the Taiwan government revised the "Waste Disposal Act" on March 28, 1997. One major change was to introduce an independent third-party certification system into the domestic waste-recycling program.
Since the new system was implemented in 1997, TÜV Rheinland Taiwan Ltd., through the annual public tender procedure, has been entrusted by Taiwan’s Environmental Protection Administration (EPA) to act as the independent third-party certification body, to conduct inspection, certification and mass-flow verification in the area of waste plastic containers, including PET, PVC, PS, PE, PP, and other plastics (1997-2005), waste electronic appliances (2002-2003), and waste IT appliances (2002-2005).

Inspection, Survey of manufacturers
“Inspection & Mass-Flow Verification on Manufacturers and Fillers”
TÜV Rheinland Taiwan Ltd. has been entrusted by the Taiwan EPA to conduct on-site inspections & mass-flow verification on the productivity & sales of both PET-Bottle Manufacturers and Fillers since 1999. The main purpose of these programs are to verify the reported sales amounts from selected manufactures through systematic methodology, created by TRT, which integrates on-site inventory checks, accounting audits, pre-factory inspections, on-site production-activity monitoring, mass-flow analysis, indicator build-up and qualitative evaluation. Moreover, TRT has also developed a systematic standard operational procedure (SOP) which further assists the government in managing, supervising and monitoring manufacturers’ monthly registration and reporting.
Product survey on product retailers
"Product Surveys & Mass-Flow Verification on Retailers"
TÜV Rheinland Taiwan has been entrusted by the Taiwan EPA to implement an ongoing survey on the purchase amounts for products from packaging-product retailers since 2001. The major objective has been to conduct a comprehensive survey on over 1,500 packaging-product retailers by compiling data on their monthly purchasing amounts of packaging products; and as well, with TRT’s professional experience in statistical analyses, to estimate the annual sales of packaging products for the overall domestic market.
TRT has provided the government with continually updated qualitative and quantitative market information, which addresses the patterns of packaging-product distribution as well as the structure of production and marketing features for packaging products. Quantitative analyses are done on packaging products sold by franchise retailers, traditional groceries, convenience stores, and betel-nut retailers. Furthermore, forecasts on annual total market sales for packaging products and the market shares for major packaging-product manufactures have also been done to offer a basis for verifying reported sales amounts by packaging-product manufacturers.
